Untangling grant money before a deadline

Federal grants come with a period of performance. When it ends, what you have not drawn down is gone. I had several older grants closing on the same date and a few vendor invoices to match against them.

The puzzle

Each grant is divided into budget lines by category: bus stops and stations, support equipment and so on. An invoice can only be charged where the category matches and there is room left. So the question is never just "do we have the money." It is "do we have the money in the right line of the right grant."

What I asked

I gave Claude the remaining balance on each line of each grant, and the invoices, and asked what could be drawn from where.

What came back

A walk through each grant and each line. The useful part was what did not fit. One invoice was larger than the room left in its category across all of the grants. Two others were far too large for theirs. Claude did not force them in. It said they probably belonged to a different grant, pointed to which one, and asked a question I should have asked first: is it the full invoice that gets drawn, or only the federal share?

That did not solve my problem. It told me exactly what my problem was, before I submitted a draw that would have been rejected.

Where it falls short

It only knows the balances I give it. If my figures are stale, the answer is stale. It is not looking at the federal system. I am. I would also never let it submit anything. It does the arithmetic and the matching, and I check the result against the live system and make the draw myself.
